Yes, the US was penalising the likes of Aston Martin and other manufacturers of gas guzzler's with an average MPG across the entire car range, So Aston Martin introduced the Cygnet with higher MPG to lift the entire range average MPG so they incurred lower duties/penalties as a result. I'm not sure whether the Cygnet was ever introduced into the USA, Mercedes did a similar trick with the Smart.
