Those are not bolts simply studs and flanged nuts by the look of it. If you remove the nut then lock together two similar thread nuts you should be able to extract the stud from head. Suitable plain studding cut to size and locktited in could replace.
You haven't explained why you need "bolts" in the first place though

kev has a Sigma engine cover that he wants to fit, he has this set up on the manifold side, and has the studs with nuts on the inlet side. He wants to install the studs so the new engine cover fits over the top without the need to remove the main cam-cover bolts when you need to access the spark plugs.
