As stated, it was the original factory mirror-placement location. I don't know when the practice ended.
My late-December 1968 completed 4/4 left "The Works" with them in early January 1969. oldgit
Filling the holes should be fairly straightforward, I suggest removing the wings to fill and refinish them.
