coincidently, winter fuel allowance once applied to me although I didn't need it and I live abroad- I tried very hard to return it and then it stopped but it caused some conversations here none the less. The winter fuel payment will continue to apply to British pensioners living in the EU and will not be means tested, the Brexit settlement appears to protect that payment.
