Notice how 2019 is an outlier in terms of size ... now there was a little hiccup going on around that time that still has echoes. What if!! ....

1 ... Although China didn't officially declare full lockdown until Jan 2020 maybe they really did know they had a virus problem well before they let on to the rest of us and had local restrictions going on under the table that effected the plants that were illegally still producing their banned insulation.?

2 .... That would indicate that we in fact have an enforcement issue and we could have 2019 sized ozone hole every year if we could stop China spewing CFCs out in secret?
