Possibly been mentioned earlier, but all cars built in 2004 are Euro 4 and are therefore ULEZ exempt, so I am not sure whey you have to do anything in the way of registering etc for cars built in 2022 and 2018. Many cars built just before 2004 are ULEZ compliant though since the UK authorities take the lazy option and just do the sifting based on build year, you have to battle with them to get cover for a 2003 or earlier car.

The other thing worth mentioning is that UK speed limits arent what they seem. There is an allowance of 10% plus 2 mph when a decision is taken on prosecution so in for example a 60 limit you will not normally be prosecuted until you get caught doing 69mph. Which is exactly the speed that I got caught doing in N Yorkshire ! :-(
