I assume their insurance will pay-out for the vehicle, unless the company will claim negligence?
If I am not mistaken, emergency services won't/can't claim for their services (in obvious circumstances of negligence) because their is a concern that people needing assistance may hold off on calling due to the costs involved. However, this may have changed and may only apply to certain services?
However, it does make me wonder why someone would park their car in a tidal area and who carries the cost of replacement and recovery.
As the insurance company stated to me last year, at renewal time, when they said "premiums have gone up due to vehicle claims" and when I responded with 'but I haven't claimed' and their reply was but other people have and those claims are going up each year.
