I have the self-same arrangement - same wheel, same cover. Mine is always as tight as h*ll to remove - just needs
a lot of wiggling and brute force to shift it (hands at 4 & 8 O'clock). The great news? It's even harder to get it back in - especially if you've got the 16" wheel - which is d**n heavy. Best of luck!
