Les, my 3.7 horns work with Ign on & as you say you can hear them trying - but they work with engine running this looks like a low voltage issue, pull and clean fuse 6 as it's an easy check to tick off
However, is your battery on it's way out, how old is it ? and have you checked the standing voltage (not on charge)
