This has laughably been watered down from a high-vis vest to a reflective item of clothing. The reflective area must be on the upper body and cover at least 150 square centimetres. An arm band should sort it. I'm going to chop up an old reflective waistcoat from work and velcro it. That should get me to the Belgian border.
