Without a doubt - for my money - La Belle France (rural, that is). Having just spent a couple of weeks driving up from Spain on wonderful, well-surfaced, scenic (and often deserted) roads, it gets my vote.
Mind you - the South Hams of Devon comes close - if you pick your time (ie not a sunny Sunday afternoon in July: overtaking is rarely an option
