In AZ I was told: If you ride on it you need a motorcycle endorsement. If you ride in it you don't.
Sort of a simplified Michigan regulation. Definitely enclosed with automotive controls and seating and steering.

Here in Michigan things were very unclear as to what we needed. Even the dealership thought we needed motorcycle endorsements and they were going to be putting all their employees through the process of endorsement until I found that info in the book. I just keep my copy of the book folded open to page 53 in my backpack with my insurance info and my paper license plate.

Maybe your CIA can help with one of their "special" Interviews. I hear they have a technique involving a board and some water. Sounds a bit soft though - does it involve playing Beach Boy songs on a loop until the perp fesses up?  Sorry - back to licenses
