To tell the truth I can't imagine having to unload everything to get to the tool tray in a hurry if either the triangles or the first aid kit is needed in a hurry.
No, it is somewhat useless...

And my friends Belgian Plus Four had a tool tray complete with tools which he didn't even know was there!

My cracked and broken tool tray has gone in the bin, what few tools I carry are now carried in a vintage type hardura felt tool roll behind the seat

What about going up, rather than down for a tray. It would mean extra carpet but it would also be easier to make and could have a lid. What do you think?

I thought of that but decided against it because we use the car for touring and it would reduce the space that  needs for luggage, shopping, spare shoes, kitchen sink, and etc. As it is when I get desperate for a bit extra I use the space under the spare wheel.

Yes I have thought about the spare wheel space too but discounted it as I find it a pain to remove the wheel and luggage rack. Of course the simplest solution is, on mine at any rate, the tool roll under the bonnet.

Of course the simplest solution is, on mine at any rate, the tool roll under the bonnet. Not if you have a Roadster S3...  The large electronics box fills the space on the off side, heater in the middle and wiper motor and header tank on the near side!

Yes...
Which is why I need to "improve" the rear storage.
One idea was to dump the spare and have a fiberglass dummy spare wheel cover made to fit into the recess, but the result of asking for quotes made my eyes water.
So it is back to "DIY" route.
