Some compensators have a grease nipple fitted and the hole is to allow access to that .....I think .

Broadly speaking there have been three main variants of compensator;
1)Original. No hole in underside of bell housing.
2)Uprated - same basic principle as original but with some detail differences in design and materials and has a grease nipple on the actual rotating housing. To access this grease nipple a 50mm(ish) hole is drilled in the underside of the bell housing.
3)Centa - different design principle and as fitted to the 2014 cars. No idea if the bell housing is drilled or not, but probably not.

Separately there seems to have been some variation in the steering racks fitted some of which have a hole in their housing and some do not.

Hope this helps - though I suspect there have been minor variations on these themes right from the get go.

Well, that's - er - a hole lot clearer.

I think the crucial hole as far as the steering upgrade is concerned, however, is the one on the top side of the steering rack. Apparently, whether your M3W has this or not makes a crucial difference, though precisely what and why I have no idea.

My car, number 931 from October 2013, has this hole.

I guess its easy enough to drill a hole with a hole saw but exactly where is the question. I have a 2012 and does it even have a grease fitting and if it does why is there no hole so it can be greased??? Sigh, so many questions and so little time.

If there's no hole, there's no grease nipple!

Nail hit on head!
If an original compensator packs up and gets replaced with the uprated one then a hole can be drilled. If it gets replaced with a Centa unit then probably no hole required

So after reading that there was a hole in the steering rack, I went down to the garage and looked.... There is a hole in my steering rack, about 3/16ths of an inch in diameter, nothing in it, just a hole.
More interestingly, on the forward edge of the slot cut in the compensator housing for the steering rack, is a half round cut out that looks looks like it would accommodate a grease gun. There is no hole on the bottom side.

My dealer Revolutions of Perth has just quoted me for steering comfort pack at £198 including VAT + approx 1.5 hours labour.
The bevel box NVH kit is £500 including oil & VAT plus approx 2 hrs labour. They have not done either job so far.
