Does any one know when Morgan began to issue this? Registering a car in France without one is expensive. Thank you gurus all.

They appeared when EU Type Approvals came in, so I'd guess the late 90s. For cars manufactured prior to this date registration is at the whim of the country. In the UK it is easy. I'll bet in France it isn't!
Some manufacturers give them out without charge to the first owner, others charge. Ask Morgan.... Bet they charge!

Morgan began to issue it in 1998. If you read French, have a look to : http://mog.vosforums.com/importation-vehicule-etranger-et-morgan-mode-d-emploi-t2156.htmlBut sometimes the type/variant/version in the French reference database have been changed and don't match with the official Morgan Certificate (changes made by the French importer to fight again free import?) You have to go to the "Préfecture" and check if type/variant/version of your V5 is recorded in their database. In order to avoid to pay extra VAT your car must have more than 6 months AND more than 6000 km, both conditions are required. If not, your car is considered as a new car and you have to pay the VAT in France.

Peter. Morgan wrote a nice letter, charged me fifty pounds ------didn't work! CBY pay the importer 800 euros, that works. Thanks for the info everyone.

The French cogged the 6months / 6K Kms from our lot -- designed to discourage anybody buying a new car abroad!! Miserable gits!!!
It was a sop to the motor trade here who complained that people were buying new cars in the UK where VAT rates were cheaper and then importing them as second-hand VAT paid. It was, of course meant to be a temporary measure, just like our Vehicle registration tax -- which can add €15 -20K to a Morgans price depending on the model!!!!!!!
Common Market --- not by a long shot as far as cars are concerned!!!

My certificate has brought up some confusion when I registered my Plus 4 in Portugal. I only noticed last year, during scrutineering for a hill climb, that my registry papers state my car model is a 4/4. And I had never noticed it before. When I checked the certificate, I noticed the car model is described there as being "4/4 2000". I had an email exchange with Mark Ledington about this, and here's what he wrote to me. Hi Mario, hope you are well. Thank you for your email.

The second issue is easily explained – all cars are variants of the 4/4, so we have the 4/4 1600 (the 4/4), the 4/4 2000 (the +4) and the 4/4 3000 (the Roadster)… the CofC is correct and so I hope this helps to explain to your Portuguese authorities. I believe that Jorge has the full homologation document, which explains these variants in great depth… (if not, he can get them from Matt Welch)

I bought my Morgan by BerryBrooks and import it in France. The Certificate of European Conformity was in the global deal and included in the price (provided free by BerryBrook).
But some french people having problems have to buy a Certificate provided by the former french importer, compliant with the french database. The importer sell it 800€, compared with Morgan price ~ 100£.
I manage and did not have this problem, my certificate had finaly been accepted after some negotiations.

meabh - I think it may depend on the age of the car.
I bought my 2009 Roadster in UK, got a COC from Morgan and registered in France without an issue given it was more than 6 months old and had done more than 6000km. I bought my M3W (LHD) in the UK, VAT Free, with a Morgan COC, paid the VAT here and again didn't have an issue.

It was the same for our car in Italy. In fact the car was registered and tax paid, plates issued and insured before we even took delivery.
