Yes I think you are correct the steering arm & mudguard stay are drilled. The arm must be hardened. I think someone posted the procedure previously.

This is a great discussion but there seems to be differing opinion and therefore a lack of clarity.
Can anyone who has had work done advise me on
Number of hours and component prices ex vat for
All 2014 upgrades and the new compensator for a dealer in the UK?
I have a service this week and need to know sensible cost estimates. Mine is a M3w 2012 around build 150.much appreciated!

Charles, if you look at page 5 of this thread I posted a copy of the factory letter with the 'agreed' upgrade prices. It seems some dealers support these prices and others not - best check with your dealer.

I had no problem drilling the 14mm holes. I used a step drill bought through Amazon.
