I don't know how it works in China (I guess this video is from China) or in UK, but in France, if you can get in your car, even if it is already attached to the towing car, they are not allowed to tow it.
(to get in the car: your drugs are in the gloves box, and you suffer of asthma or heart problems, be creativ...)
It works with an animal, dog, snake, your sister's baby or whatever alive in the car, as well.
The are obliged to release it. They haven't the right to tow it.
You will pay for the wrong parking, but not the fees for towing and so on (which is the most expensive).
And you will keep your car for your activities.
