In California---No helmet, because the Morgan exceeds both the width and length of the motorcycle requirement, and you sit IN it, but it carries a motorcycle license plate, go figure

Bit late as the consultation is officially closed (it closed on the 19th), but I did today what should have been done weeks ago, and drew it to the attention of the committee of the Morgan three wheeler club. Possibility of a late official response, but obviously, that is up to the present committee (I've been off since 2010).

Many thanks for the Belgian definition, nice and simple and does the job; I've quoted it too!
