Paul, I would think the main benefit is to prevent UV degradation, not much chance of that in the UK, or to keep the rain from lying in the rim and possibly rusting the spokes. I have found that my side screen bag does a pretty good job on both accounts and they do seem very costly from MMC.

Realistically - no! Rain will get in the hole where the T bar passes through so it will get wet inside. It's better to let the wheel rim breathe.
To be honest I prefer the look of a wire wheel over the look of a cover.
