Drop the tank? Undo the supporting board, support the tank and slide out the board, lower the tank...
I drop the tank as stated. Removing it thru the top is a PITA. First the back deck must be removed. than the spare tire rack. It is too easy to drop the tank out the bottom.
I agree with PaulJ that it's the fuel pressure regulator. I've just had another look at the parts book and looking at the way things are piped it must be. This would also be why you have high pressure fuel in the return line. Unfortunately the parts book just says "fuel pump" for all the kit that goes in the tank and does not break it down any further.
I don't want to drop the tank- just take the sender ( white with Black plastic ring) out to replace fuel pressure regulator
On My Morgans the spare tire rack is bolted with 4 bolts on each side to the cheek boards on the wheel arch. Maybe if You remove these 4 bolts You can get enough "wiggle" room to access the fuel pump. Just an idea. Never have done this myself.
If there is you'd have to remove both horizontal battens. Try removing the lower one first and see if it pulls apart. If it doesn't you know it has been glued together.

Thanks trying to source a "new" replacement pressure regulator.
