My guess is a screw-in velcro mount for the recently acquired time piece, replacing one of the socket-head cap screws in the dash. Velcro cleverly avoids the need to have the screw end up "just right" from a rotation perspective...
Good idea!

 I never intended to start a guessing game but yes, the idea is to having my recently purchased "timepiece" right on the dashboard without drilling into or glueing/sticking on the vehicle. the velcro helps adjust the angle and the clock is easily removed for various reasons. will close this little chapter tonight with 1 or 2 more pics.
