Absolutely, and I see no reason why old cars should be exempt from an emissions check, too. Clearly they can't be expected to meet modern emissions standards, but neither should they be permitted to spew out clouds of noxious fumes due to poor maintenance.
The current arrangements seem absolutely fine to me, and I see no pressing reason to change them at all.
I am deeply suspicious of this 'reducing regulation' pitch. I reckon it's more about setting old cars up for a fall - they are looking for an excuse to say "Look, these things are dirty and dangerous, they should be banned altogether" - or at least to severely curtail the mileages we are allowed to do. Reducing safety checks will increase the likelihood of accidents, and this will give them the ammunition they are looking for.
Remember these are politicians and bureaucrats we're talking about here - and they will be under pressure from motor manufacturers keen to ensure we are forced to go out and buy shiny new cars as soon as our old ones are more than a few years old.
+1, you just can't trust the politicians when it comes to them keeping their word. I had even wondered as to whether I would be able to reclassify my "historic vehicle" back to a "petrol car"? Emissions may well scupper this but it's a thought. Cheers John

My gut reaction is that MOT exemption is a mistake and will have unforseen consequences. I agree. My car would be exempt under the 40 year rule but I'd like to see at least an annual test for brakes, lights, steering, and general safety. I always regard the present test as being good value for having the car assessed by someone independent. I agree entirely. Maybe for older cars we could cut any of the non safety issues that might currently apply - anything to do with emissions for example. But a basic safety check makes sense for every vehicle. And if a vehicles performance is so poor as to make it a safety risk even if well maintained, then its private roads or museums only IMO

I've now done the survey While many of the questions are more than a bit daft, it is possible to be sensible with responses given a little thought. The thing that'll bite though is the eight point rule being used for a purpose it was never designed for, so I've said this on the form: The Eight point rule is a tool that DVLA uses when a car is substantially rebuilt or altered. It is not a continuous test, for if it was, a lot of higher mileage old cars would have failed as much would have been replaced due to wear and tear.
Accordingly, the sensible approach to the issue of ‘historically significant’ applied to testing would be to take the year of manufacture on the V5c at face value and anything registered with an age before the cut out date should be accepted.
The person who subsequently applies for vehicle tax has to declare the vehicle is in an MOT exempt group. It is known that DVLA are pursuing the issue of incorrect registration so to take the view of leaving it to them is both simple and logical. Anything else would involve costs to both you and vehicle owners and serve little practical end. Note the sneaky bit about a mileage limit. Daft as it's completely unenforceable as it's not nor never has been a requirement to have a working odometer. So duly pointed out as well.

The whole point of the MOT is to ensure a modicum of road worthiness, to exempt any vehicles is wrong. They all use the roads even if not often. Just because they are old doesn't mean the owners will maintain them properly. Do you really want to be clobbered by some old banger who's brakes fail !!!!

Far greater chance of being clobbered by an under 25 year old who's brain has failed... However, I agree Keith, I think all vehicles should have a compulsory MoT test every year  Including trailers...

However, I agree Keith, I think all vehicles should have a compulsory MoT test every year  Including trailers... Some of the trailers I prohibit are an absolute disgrace. We recently had one come adrift cross the road and hit a motorcycle. The rider will never be the same even if he survives. You just can't trust owners to ensure their vehicles are safe.

Exactly. Like I said, there's nothing much wrong with the current system. Unacceptable. You are denying civil servants their trips to meetings to discuss the subject and their expenses and days out not to mention the trips abroad since this is an EU introduction. You cant get between a civil servant and his gravy train. Someone will get a retirement OBE for this new set of rules And no, I am not being cynical. I have seen it happen and not just once or twice.

But I also accept that older cars need experts in old cars as testers. At least old cars don't do much mileage, and it would be easy to say lets do it on mileage covered but old cars are so easy to clock, so that won't work. Sorry but i don't agree as the vast majority of owners of older cars & bikes are very concerned about vehicle roadworthiness and as drivers of them would drive well within the limitations of their P&J. So i hear you say it only takes one from the vast number to get it wrong, but nothing is ever 100% or we would not have any motoring accidents. IMHO anything that promotes "historic" motoring activity will enhance all of our lives. NB the waves and smiles we all get?
