I would welcome some confirmation from others but I think that this particular meeting would have been run under RAC rules, and at that time I don't think they permitted passengers.
If the meeting was run under ACU rules and regs I think passengers were mandatory

No, this race was under ACU rules, but the ACU must have given a dispensation allowing drivers only. It was a little before my time, but I recall running my 1934 Super Sports at a 1973 VSCC Oulton where we ran with no passengers and had a mixed grid of Morgan three wheelers and 4-wheeled VSCC vehicles. If memory served correct, at that time there was no requirement for ACU racers at club level to have licences. Amazing when you think of it now. I think ACU club level licences were introduced in the mid or late 70s.
