It's not just use of phones, it's eating & drinking, smoking, disruptive kids, dogs not secured, mother in law, arguing, nose picking........
Did I miss anything?

. HGV drivers are being reported to the Traffic Commissioners and risk losing their licence. How does that apply to foreign wagon drivers Keith? Just curious Sadly it doesn't. this is a new scheme just started in the wake of the recent deaths involving truck drivers on the phone. With foreign drivers they get fined at the roadside, if they don't pay the truck is clamped. DVLA create a ghost licence and add the points, if they then accrue 12 points they can be banned from driving in UK.

A bit one sided against our drivers abroad though. (Hopefully none are stupid enough to break the laws abroad...).

To take your idea further, the way voice recognition software is developing it will not be long before smart phones could be made so that at any speed above, say 5mph, the touch screen is inoperative and it only works by voice.....and the sound only comes out by bluetooth or speaker. All internet connectivity would be disabled, other than navigation and incoming texts and other messages would be read out.
Add a temperature or other sensor able to detect if the phone is being held and it would not function when held at more than 5 mph when on a road. Perhaps make it have to be connected to power.
So the phone has to be in a dash mount, connected to power and can only be voice operated.
Not a perfect solution, but it would then be no more distracting than a hands free phone kit.
I claim the IP on this idea...so no one can now patent it!

Yes, the little monsters will need to be kept distracted.
A work round will be needed for that...perhaps some sort of activation code supplied by the wifi connection in the rear of the car.
