Technically we are all speeding already when standing still, the earth rotates at 1037 mph, it is also traveling through the solar system at 67,000 mph approximately. The sun along with the earth along with us is spinning aroung the centre of the Milky Way at roughly 438,000mph.
So we are all speeding through time and space in a relative way, just the ticket. So we could all argue with Mr Plod that effectively we are stationary relative to the universe relatively speaking. 😎

It will clog up magistrate court admin and will be extremely costly to execute
Especially when it takes about 20 seconds to come up with a much simpler and more effective solution: Band A: 3 Points and £100 or lose your car (must be worth > £500) or 20 hours community service (offender chooses) Band B: 6 points and £500 or lose your car (must be worth > £1500) or 40 hours community service Band C: 9 points and £1000 or lose your car (must be worth > £5000) or 80 hours community service. If you can't pay the fine within 48 hours your car is taken unless you do the community service. Cars that are confiscated as a result are then made available to unemployed people who accept a job offer more than 5 miles from where they live.

That's always been the case. They usually can afford to pay a fancy lawyer to find some loophole to get them off. Under this scheme at least poor people wouldn't be faced with financial hardship as they could opt to do some community service instead.

The community service. When is this? when it's convenient to them so it doesn't impact on their income through time off work? who pays for those supervising such schemes (the Rich I guess)?
A better system is no financial cost but a points cost and removal of drivers license, and jail time for using a vehicle without a license tax etc.
And no exceptions for hardship caused.
