The community service. When is this? when it's convenient to them so it doesn't impact on their income through time off work? who pays for those supervising such schemes (the Rich I guess)?
A better system is no financial cost but a points cost and removal of drivers license, and jail time for using a vehicle without a license tax etc.
And no exceptions for hardship caused. I like your thinking, but first you will have to get rid of all the wooly bunny hugging liberals

And of course no-one on TM EVER speeds, do they..? It's trivially easy to avoid doing it in circumstances in which one would get nicked, though. I've had a couple of 3-pointers in 40 years, I see them as punishment for poor observation.

Same here. I have had a couple but just over enough to get caught. The first ever was in Cardiff. I failed to spot a change from 40 down to 30. I was tempted to contest as I checked the following day as to how I missed it. The sign was one of many at the location and I simply missed it whilst trying to sort out the rest! Information overload and 38 in a 30 was the result. The 30 limit changed back to 40 within 100 yards. gRRRRR.

I am realistic about people speeding.
But it is a choice - be that through active choice or negligence.
As it is not a case you speed slightly you lose your license but a known set of penalties then you have a choice to minimise them.
Speeding 10-20 mph on an empty motorway in clear dry conditions with a well maintained vehicle for instance shouldn't be an automatic fine for a speed limit that was set in 1966, Why is there only advice to lower your speed limit in Fog and not an actual legal speed limit in such instances?
What happens when those who are still driving legally because of hardship on over 12 points kill someone through speeding would the families have the expectation to get compensated by the state because the state allowed that individual to carry on driving because they thought it fair in that instance?
Maybe my passion for Judge Dredd in the 2000AD comics skewed my idea of law and order a little?
I don't think the fine system works, look at littering for instance.

I count myself very lucky at having had only 3 X 3 points for speeding over 49 years of driving, the last one being in 1991. 35 of those years on company long trips here and overseas.
As Tim said it is more a case of your observational skills failing you, on all three occasions I was tired !
