My blue high beam symbol on the dashboard is always "on", does no matter whether the headlight is on high or low beam ...

What could be the reason?

looking at the threewheeler from the outside, I realize one of the lamps isn't working properly (like 1/3 of full power).

could this also be a reason why the symbol always stays on?

Could be a short between the high and low-beam leads, causing both to be on all the time. That may result in a back-feed that makes the high-beam indicator come on. As noted, I'd check to see if there is a short between the power leads to the two, or if the ground is bad. My guess is that when you disconnect the bad light, the indicator light will resolve.
