Perhaps they ran out of the three position switch so used the new ones ordered for the new Euro 4 spec which has the headlamps on with ignition & a new two position parking light switch. You would hope they have some spares for 3 positions.

Why would one ever chose just the running lights?

Well, fair question... how about because you can (or should be able to)

Sometimes it's useful/cool to use parking lights in conjunction with fog lights, and of course, there is the possibility of actually wanting to park the thing while leaving some indicator on to prevent people from running into it but not wanting to leave the headlights on.

Also, I'm toying with the idea of mounting Lucas fender-marker lights on the mudguards and to have them on as running lights and also function as turn indicators, but I don't think I want the headlights on all the time.

In Georgia the three wheeler is considered a motorcycle and motorcycles are required to have their headlights on at all times

I usually drive with my headlights on in the M3W so that other cars can see me easier. But I hate that there isn't a warning sound that I left my lights on when I take out the key.

I find it a welcome change that the car doesn't continually beep and chime.

However it's a simple mod to fit a lights on warning - for example:

On my car the headlamps go off with the ignition. A buzzer for side lights would need a time out function or it would be always on if parking lighta are on deliberately.

My headlights do go off when I shut off the ignition even if the headlight switch is on. But the rear lights don't go off. They stay on.
