I agree with Burgundymog - it looks like a drilling/pumping platform to me. Built horizontal and towed to it's locating site. Then the column flooded to tip it to the correct attitude.
It seems to be some measurement platform (wave height, current, wind). Certainly not drilling etc. (not enough buoyancy for the drill sting etc. etc. etc.)
