I have a 1996 Plus 4 which refuses to start despite starter motor turning over. It has been suggested that it could be the relay for the immobilser, but I've looked under both side of the bonnet, behind the glove compartment, but can't find. Any suggestions?

Have you checked your ignition key.......the immobiliser chip was prone to drop out of the key and therefore the car won't start, try your spare key as well, Ian

Do you have the T16 Rover engine?
Ive found that the TPS (Throttle position sensor) and idle control stepper motor do get rather confused
It does on our year 2000 rover t16 car and Ive found that if you put your foot down a little on the accelerator than turn the starter key she fires up first time.
There is a MEMS piece of software you can run on your phone as an app and have a micro usb to rover mems cable under dash connector to see what the engine 'sees' also shows if you have faulty sensors.

My '97 did that to me once. If you don't normally use the immobiliser, switch it on for a minute (ignition off), then switch off and try again. Mine started. The immobiliser doesn't prevent the starter from turning.

Have you checked for spark and for fuel? Or have you got neither?

my 97 +4 did that occasionally and I decided not to use the immobiliser. Same comment as Graham on getting it to go.

Thanks, as far as I can tell (and my limited knowledge), no sound from the fuel pump. Local service chap believes it to be a relay, but hasn't the time at the moment to come out for a look. He has given me a spare relay and suggested where it should be, i.e left hand side under bonnet towards the bulkhead, but no sign on my model. (I took a look at a later model in the garage and it was very obvious). No obvious indication behind the glove compartment either (another option he said). my motor has the Rover 2 litre engine, if that should make a difference.
