No Peter its EU wide. The U k (and Ireland ) originally opted out but had to take part under threat of legal action I believe. That foreign drivers can get away with it in the UKis a product of domestic law. Here only the driver can be held reasponsible and punished for her/his actions whilst in France and many other countries the owner can be ultimately held responsible and fined whether the driver or not. Hence access to records of ownership is of no use in the U K but great for Johny foreigner.

A friend received a penalty notice not for speeding but for being in his car in Sienna at the wrong time of day/week.

No doubt there will be similar penalties coming down the line for flouting emission control zone regulations soon. I have been surprised how quickly these are proliferating across Europe.

Yep, tax it if it moves.

I watched a 3rd party contactor fill in 3 small pot holes today with several big ones ignored. When asked why it was because the job sheet only stated the small ones.

Don't forget that if the owner fails to complete Part B of the NIP (name the driver) it is an offence, 6 points £200 fine.

Nope. As per EU directive 2015/413 all member states exchange registration data and can use it to forward you any traffic violation in excess of 70€. Below that they seldomly bother to send you a ticket.

So after Brexit there should be a new bilateral treaty but if/when this happens.. well see.

Therefore while driving through Germany you should try to limit your speed to a max. of limit+30kph according to the speedometer and the German Bussgeldkatalog: https://www.bussgeld-info.de/bussgeldkatalog-geschwindigkeit/ wink
