I think the theory is that this would come from the hydrogen enabling more complete combustion of the primary fuel.
I dont get that either. A car works by burning hydrocarbons ( petrol) in oxygen sucked in from the atmosphere. Replacing some of that oxygen volume with hydrogen would leave less to burn the petrol and worse combustion. Maybe if he threw away the hydrogen and added the oxygen instead - that would be the equivalent to turbo / supercharging in that more O2 would be in there to burn any available fuel.

President Trump seems to love them too - and he is a true genius as everyone knows.
Best would be to fit such an equipment to a big powerplant to produce more energy. Would solve the world‘s energy problems and create massive profits.
Such things are not known to the public because only a few of the inner circle should know and get rich.

These devices turn up with monotonous regularity over the years - very akin to the crank doctors and medicines of the Wild West days.
If they bought them they deserved everything they got and the same goes for these, salesmen will sell you any old crap end off.
