It's okay in small portions but please don't get to the level exhibited by a certain Mr Edmund Zygfryd Trebus. It is perfectly rational to throw stuff away.

In Germany (Munich area) all the "Tidy/Local Tips" have a shop where the waste disposal "technicians" guys pull out of the skips anything they think is "sellable"- then they sell it!. All above board and encourages recycling.

Make an offer to the person. I don’t know if the “recycling centre” rules would allow it though! It is Council run and “Rules is rules”. Probably to do with 'elf and safety. Their insurer will say they cant have folks in danger pulling stuff out of a skip.

The council don't run it anymore. They have been contracted out to operators for ages. Many of the rules are still consistent with council requirements but I would not poke the council for that specific issue.
A naughty person could indeed divert the staff using Elf & Safety as there are many rules which will make them quite focused. If there is smoke coming out of the metal bin they have to react quickly in case of batteries or chemical issues I believe. Reporting a whiff of smoke and a crackling noise might mean you have a few minutes to be naughty. It is called a recycling centre after all.
Everyone loves a Morgan. Even me, unless it's broken again.
