I believe Krazy Horse in the UK still have a deal with MMC to provide new EU3 spec cars. They also export Morgans worldwide including European countries that don't have a resident dealer.
Not sure how that would work for a France but worth a call to Dan Whiting or Stuart on +44 1284 749645.

My understanding from French friends (but French TMers may disagree) is that an imported vehicle requires an Attestation d'Identification certifying that it complies with French technical standards. If the M3W is three years old, MMC should provide this through one of its French dealers. It is possible that you could get it from the local prefecture because they can access model records.
Post-Jan 2017 (when the EU Regulation came in) EU4 models modified to look like an EU3 (even if emissions still meet EU4 standards) may have to be inspected and you will have to produce a compliance certificate from MMC.
So - a three year old EU3 import can (I believe) be imported to and driven in the EU without problems, although long term residence will necessitate registering it with a new plate. A new one, if validly built as an EU3, is also fine - but I have some doubts about the compliance of new EU3s with EU regulatory requirements.
Please correct me if i have been misinformed.

Of course all this speculation is based on today's regulation. 3 years or more is a long time in this modern rapidly changing regulation world!!

I have decided to play this safe and wait until the summer of 2019. I'll travel to Malvern, visit the factory, ask all the questions and then rent a 3 wheeler for a full 10 days or so and road trip around Scotland. That should put my will of ownership to the test and give me a real ownership experience which i won't get in Dubai since its always nice, warm and sunny.
Thoughts gentlemen ?

Good idea to try before you buy but a 10 day tour is very ambitious in an unfamiliar car with very little luggage space or weather protection. If you are tall or wide it may be uncomfortable. If possible rent it for say two days with an option to extend. After 2 days you would likely know if you could live with one. Plenty of good country round Malvern to explore. The seats are fixed & you would need them to adjust the pedal position to suit your leg length. Bring or buy full waterproofs, goggles, waterproof gloves & ear protection & consider a helmet. You need to be equipped as for a motor cycle minus the armour.

despite being one of the younglings on the forum I had quite a few hardcore trips under my belt. I certainly think it is ambitious and certainly going to be a very spartan drive up north. A long trip will give me a condensed ownership experience with the fun and the not so fun side of owning that bath tub on wheels.
On the "gear" I will be posting about this in a few weeks time to prepare as best I can.
I'm not looking to "Alex Roy" all the way to the top of Scotland but rather hop by small legs up to the north of the country. I don't travel heavy so this will put me to the test.
On a separate note - Can the EU4 "moustache" be removed ?

Yes, there are factory options to remove most of the EU4 mods including the moustache.
