This seems to be a regular occurrence on roads that were once national speed limit and are now peppered with 50mph limits. There are a couple of reasons they've been downgraded. Speed limits aren't just about road safety. It's also about quality of life. I used to walk the dog readily along one stretch of straight "30" limited road, but I'm wary these days with all the traffic. No-one's perfect as Howard said, but it makes even me cringe when some donkey driver flies past at 40 plus.. Oddly enough, the big boys are usually very considerate. The noise of an empty bulker as it jolts is massive, though. The blanket 50 restrictions have been brought in to slow everyone down, which of course, makes it easier to camera enforce as it's statute that way and not un-restricted.. So as a pedestrian, it's a Hooray. As a driver/rider, it's just not on. We're a hypocritical bunch, aren't we..?

[ I guess that there is always a danger when quoting parts of a post! My original point was about the predicament that one finds oneself in when already travelling at the designated speed limit and a frustrated queue forms behind. This seems to be a regular occurrence on roads that were once national speed limit and are now peppered with 50mph limits. Well that's an entirely different matter to the point I was making then. My point is that there are many drivers in my part of the world who will drive at half the posted limit and let long queues of frustrated drivers form up behind them. This is inconsiderate driving. If you are driving at the limit (70 in a 70 or 50 in a 50) and someone's riding on your bumper to get past, then that person is knob. It's dangerous driving.

We have some very narrow pavements in "the village". Some are no more than two feet wide, and some are narrower. The limit is 30 but only yesterday I saw a knob in a Golf R with a loud exhaust go down that road with hard revs, it was obviously DSG with the speed of change. He was over 60 easily.
As a pedestrian, even 30 is uncomfortable in these circumstances. It should be 20 and enforced.

Failure to pull over when there is a long queue of traffic behind can constitute an offence of inconsiderate driving, which can be punished with three to nine points on a driver’s licence and a fine of up to £5,000.
Shame there's hardly any Traffic Officers left to catch them...
