Absolutely right. Ridiculous misuse of a statistic. The worst thing to my mind is that it shifts focus away from a couple of very real problems - generally poor standards of driving (especially when distracted by phones etc) and a lack of police patrols.

I notice a sadly common phenomena where the outside lane on two or three lane carriageways becomes clogged by ridiculously close nose to tail traffic. Brake lights flash on and off like indicators. Every such driver seems terrified at the thought of moving over to a typically empty inner lane less they loose their place. Lead drivers often become conditioned to sticking in the overtaking lane seemingly oblivious to the queue behind them and/or too lazy to pull over. It terrifies me of the consequences caused by frustration of such road users.

Here in North America, we have solved the problem of too slow driving with state and Federal laws. It's legal on divided highways to pass in the right lanes if the left lanes are blocked. Similarly, on 2 lane roads, state laws require you to pull over at the first opportunity and let traffic pass you if more than 3 or 4 vehicles are behind. It seems to work well, with minimum congestion on the open road. Why these policies haven't been implemented in UK is beyond me. Very good idea. I regularly see drivers pootling along at 30mph in a 60mph limit with half a mile of traffic behind them. I was stuck behind one yesterday in fact.

In Bucks we had drivers who did 40mph no matter the limit from 70 to 30. In Suffolk it is 35 mph. There was one on the A14 last week causing a major tailback. The NA undertaking rule would work as would being able to turn left on red (it right on red in some US states).

Isn't that also the fault of the person behind the 30mph driver? Why didn't they overtake?

On dual carriageways and motorways you can undertake slower vehicles. "stay in your lane if traffic is moving slowly in queues. If the queue on your right is moving more slowly than you are, you may pass on the left" from the Highway code. I was also told by a senior traffic officer that if there is not a queue and you travel for x amount of distance (I think it was a mile) then you may undertake by giving the driver ahead notice by indicating, flashing and sounding your horn as you go past on the nearside. This as you can imagine doesn't tend to go down well in general with the driver ahead The general standard of driving in the UK especially on national speed limit roads is pretty poor. Seems even worse the more lanes there are. When did the inside lane become a lorry only lane on motorways? Seems that way to me anyway.

Isn't that also the fault of the person behind the 30mph driver? Why didn't they overtake? That’s how I look at it Any vehicle has a right to go slow - tractor or towing etc but the driver behind has got to look for opportunities to overtake safely which is sometimes a real problem particularly if someone is too cautious or elderly is following, which I can understand as our roads are just soo congested and oncoming drivers too fast Our roads are just too congested We demand shops full of fresh produce and next day deliveries and mass road freight without thinking of the congestion that goods vehicles cause. I know the government is trying to cut down road freight by more deep water ports around the country so that imported items can get closer to their intended destination without all coming into the South but what difference it’s going to make, I don’t know
