I do have chassis rail covers but they are glued on, I know because I had to take them off for my first ITV (MOT) so that the ITV centre could verify the chassis number and it took hours. My first thought was that they were to stop rattles somewhere, they are completely smooth and shiny with no signs of adhesive

If you found it on the running board, it must have dropped off the door as you opened it. He says confidently and more than likely erroneously.
