Try removing the plastic cover around the ignition switch and look for interference from that side? Might be a piece of plastic/fabric that is stuck.

I agree with kar120c above , you have not mentioned if the quick release mechanism is sliding at all. On mine , and I am sure other , the release mechanism slides towards the driver before the lock releases.
Does this happen ?

If the release mechanism doesn't slide, it may be that the little bearings that engage the circular groove on the shaft are somehow wedged and can't retract no matter how hard you pull. In that case, one solution is to try to push the quick release mechanism further onto the column. Maybe *gently* tap on it to see if it'll move. Then the bearings might release into the groove and you can re-start the release process cleanly.

The mechanism actuates/slides back and forth just fine. I should have specified this. My issue is that the wheel itself does not pull off of the shaft after pulling the mechanism back.

Does it slide all the way up to the flange where the steering wheel mounts? If not, the bearings might not be getting fully "uncovered" and therefore only partially able to retract.

I'd take the wheel off again, spray some penetrating oil down around the splines, then with a rubber mallet, tap the hub down, pull the release, then try to tap it off. My guess is you have one of the release ball bearings stuck against the column and not releasing, and as kar120c said, tapping it "on" may release it along with some penetrating oil.

After applying penetrating oil and waiting for several hours, pulling the the release and it not budging, I decided I needed to remove the steering wheel again and use a puller and the hub finally came off. Unfortunately in the process I dinged the body under the roll-hoop. I guess I’ll need some touch up paint. Different topic I guess.

I cleaned all the oils off the shaft and the quick connect. It only comes off easily every other time or so, then it’s a bear to get off. If you use a mallet to tap it down, you need the puller again. The ball bearings all appear to slide out of the way when pulling the release back and it all looks like it operates smoothly.

I got frustrated and walked away but my next visit to storage will include trying to see if there is any damage to any of the splines on both the shaft and the quick connect. A cursory inspection saw nothing out of the ordinary, shiny and new as they are supposed to be.

I’ve never dealt with a splined shaft that gave me this much difficulty.

Please ensure that the master spline is aligned, the wheel fully fitted and the locking balls are definitely engaged and locked. After that put a second nut on the longest bolt to prevent anyone tampering with the quick release and just leave it alone. I only ever remove the steering wheel for maintenance access. I have concerns about someone stealing the wheel, or worse still, tampering with it when I am not there, the consequences of that are all too obvious.

Just use the tonneau cover, if you are worried about someone tampering with it.

Also, make sure that the protruding steering wheel bolts do not prevent the flange from disengaging fully?
