I cannot help wondering if the missing part is hiding behind the trim panel?

Looks like a non Morgan specific item, try seatbelt spares suppliers like these Co's

Sue supplied me the appropriate escutcheon. Be aware that the factory had glued the wood right up to the edge of the metal “letter box” hole so I had to carefully cut the escutcheon down. Mine comes loose occasionally - often found under the seat or behind the trim.
