The kayak type spray deck has been suggested before and could cover the entire cockpit.
However viewing the instruments would be an issue (even if the spray deck had a transparent section), and your arms/hands would be under the cover so adjusting goggles/hats/helmets and wiping screens and mirrors would be a challenge.
Still, it's an opportunity for someone to have a go....
The low cost alternative is to use the tonneau cover as a blanket which several people have said works well.

Chris,
I was thinking of a kayak apron, sitting a bit lower down, running from below the dashboard at around waist level. The waterproofing of jackets seems better than trousers, although when I did London to Brighton in a 1904 30HP Panahard (sitting quite high with no windscreen) on the year (?2012), when it poured with rain non-stop all the way, even in a newly waxed heavyweight Barbour, I was soaked right through by the time I reached Marine Parade.

Interesting, but how are you going to get rid of the water that will be collected?

For my part, I do not drive when it rains. And if I'm ever surprised by a downpour, I take out a golf umbrella 150cm in diameter and I wait for the stop that the rain stops ...

This is what you need. You can attach a hot water bottle to the drain tube if you want more sophistication. Remember, no-one looks at instruments. I would think Barbour or Siebe Gorman would knock one up for you. Interesting, but how are you going to get rid of the water that will be collected? I don't know what the later cars are like but there are plenty of holes in the floor of mine to run a couple of drain tubes to. However as I only use mine from April to the end of September (it went into its winter storage yesterday) in the south of France, it would not be mod for me. Like Nestor above, I really only drive mine in the sunshine. Wilson
