Yes. Just pure speculation, but I think it's very likely that several small things might change, or has changed since the first images; so perhaps one shouldn't get stuck with how it looked at one image.
As you say there are some differences. If you compare, for example, the image of the dashboard from one of the cars shown at Geneva
found here, with the dash shown in the video at 3:47-3:50,
starting here, there are some differences.
For example, the labels next to the switches on the dash are different compared to, at least one of, the Geneva cars; they are larger on the development car, and as you said, the switches look a bit recessed (or lacking the knob). Different gauges; the needles are white, and there are Morgan wings. You will also notice a red LED, flashing, above the start button, in the video above. I have no idea what it indicates, but being on a development vehicle I would expect almost anything. And as mentioned there's a silencer; agree with you about the design, but I'm pretty sure there will be plenty of options. (Perhaps could be some clip-on design, for easy removal.

Another, nice, steering wheel etc. And yes, I didn't notice it at first glance, the development car seems to have some cover on the mudguards.
Given the overall design I wouldn't expect a hood/weather gear, but there is always the aftermarket industry, inventing all kind of things...; guess it would be quite complicated and easily getting very ugly. Hey, back in the old days not many cars were tin boxes.
