When I had my 1999 +4 water found its way into the car via the foam strip between the heater box and the bulkhead. A length of duct tape stuck over it did the job, so maybe worth a try.
Here's hoping you get it sorted.

I had water leaking from a fractured drain tube at the base of the heater box under the dash. Right bugger to get to. I also had it from washer pipes constantly popping off although it was usually my trouser leg that got it...potentially very embarrassing 🙄. And finally, water coming under the windscreen seal and finding its way back to the hole the heated screen wires came through. That was the hardest to sort and I never really did...the top of the scuttle was misshaped when the car was built and the seal never sat correctly. I ended up never driving Nero in the rain as I couldn’t risk water on the module behind the dash and that’s where the water dripped😟

I’ve cured it in a way...I now have a car with no windscreen, no washers and no heater!
