Visually it looks OK I mean it does not appear to have much slack.
How would I know if the drive belt is loose?

A loose belt generally makes a banging noise on the overrun. From memory I think the recommendation is 10mm play in the belt, that's by pushing very hard on it.

I guess you have checked…. but I must insist that my rattle / rubbing noise came from a bad factory installation of the rear mudguard. Sorrry to repeat myself, but just in case...

The factory mudguard does not appear to be loose. I tried to move it and its screwed on pretty solid.
The rattle I am experiencing is at certain RPMs when there is just the right amount of vibration.
Under acceleration, I do not hear this rattle.

On some cars, one of the roll over hoops has very little clearance to the bodywork which can cause a metal on metal noise at certain revs. Peel back the rubber roll hoop seals to check that the hoop tubes are centrally mounted in the bodywork apertures.
