That type of filter needs to be primed before it will work, otherwise the air bubbles will prevent the sparks getting through. Best thing is to soak it overnight ideally in one of the Sport drinks that are rich in electrolytes.

Just prime the fuel filter, turn on ignition and get someone to press the starter button whilst you stand well back and video the results

Early fuel injection models were notorious bad starters without a match.

Can the electrons get past the filter? Only if they are stretched tight enough. That's why it's called a high tension lead.
