Cheap versions of that sort of foam material age rapidly, become brittle and literally crumble into dust. Think this is the more likely scenario.

I used the fairly large open cell “foam” from an aquarium place. The original foam was smaller cell stuff and deteriorating. It was was fragile when I tried removing it to open up the heater for a check and clean up. The area has a rubber seal to isolate air intake away from under the bonnet and uses the rear louvres as a source.
