How can I lower the seats on a 1980 + 8 ?

On my 1980 +8 the only serious option would be to reduce the thickness of the seat cushion.

On my +8 the seat bases are sitting on a couple of wooden rails of no great thickness perhaps to keep the sliding rails from being restricted by the carpet (if fitted)...? If you are lucky perhaps someone short had much thicker wood fitted under the seat rails which can be removed.. Other than that it might be simpler to buy an alternative seat base to try out if you need a lot of extra room...

On my '75 the wood blocks are about 4 inches tall ..... plenty of scope on mine for lowering the seat ... as above, previous owners may have fitted blocks to suit their height.

Wooden blocks on my 1980 +8 are just over an inch high, so as I said above it has got to be the seat cushion or as Luddite has suggested an alternate seat frame.

My 2002 Plus8 has the wooden bases that the seat rests on. Slightly angled to get the seat angle as standard.
I removed them on the driver’s side and put in a couple of short spacers to give clearance to the bolt heads holding the seat frame to the sliders. Last autumn I put the wooden runners back so standard height again. I had kept the original bolts for reference but refitted with new new when putting the wood back in.
The only “bugger” aspects were
1. Rear bolt heads are inside the runners so finding a spanner/ socket to hold steady was fun. I used a small Stilson type tool that fitted.
2. Reaching the rear inner bolt head was impossible so a helper was brought in. If you have long arms like a gibbon/ oran utang you might be ok.

I cut down/thinned the wooden runners on my 4/4 to gain extra leg room. If your still struggling then look at the Moto Lita offset steering wheel. Gained me an extra couple of inches of leg room and also meant I can see actually the speedo/rev counter with a smaller wheel.

I used a broad bladed screwdriver jammed in against a flat on the hex head. A domed socket head bolt may work to advantage there instead.
