A person at Newton indicated there would be three grub screws underneath. I don't see those in the eBay listing so maybe it isn't a Newton unit after all.

Alrighty, figured it out with the help of a Morgan tech. The cap does indeed thread on but it is loctite'd to hell.
First I tried a strap wrench. NOT recommended. Not only did it not work, I gouged a bunch of paint out not realizing how close the metal piece was to the bodywork... This little project just became more expensive.
Final solution: Grab a piece of non-marring pipe and use it and a hammer to tap on the base of the hinge of the cap (closest to the front of the vehicle). It'll slowly rotate. A few taps in I had enough clearance to reach both bolts. Once done I tapped back the other way to realign it.

i was thinking it was loctited and wondered the best way to loosen the loctite knowing that flame is a nono around fuel, but heat might soften it enough to not have to bang on it. Something like a heatgun on the closed cap? HeT blanket over the paint?

Surprised threads of that diameter would have required loctite. The friction over such a surface area would be high enough to stop parts coming undone once fully screwed up, assuming they were not previously greased. By the same token lots of opportunity for the slightest aluminium corrosion to jam the whole thing sold.

The Loctite is likely used to hold the cap in the desired orientation, as otherwise you would need to have shim/sealing washers of just the right thickness to give the desired 'clocking' of the cap. Much easier to get it snug on the sealing washer then tighten it to the exact fore/aft clocking and keep it there with Loctite.
