13 inch Moto-Lita works well for me, my steering his quite light being a 4/4 with skinny tyres

I replaced the 15" wheel on my 1980 +8 with a 13" that I got on Amazon. An exact match to the original wheel and only $ 150. Now it's not rubbing my thighs. :-)

I've had the 13" Mota Lita on my 2015 Plus4 from new after trying a Williams demonstrator with one fitted. Much more room for my legs and I found the grip more comfortable as it is slightly deeper than on the larger wheel. The steering probably is slightly heavier than the15" but nothing too unmanageable.
