Reading the comments, it appears it is a way of circumventing US import restrictions.

This year/model Mog wasn't allowed to be sold in the US due to various regulations, so it was shipped over without an engine/transmission, and this was added by the dealer in the US. It is 'technically' classed as a component/kit car so is exempt from lots of regulations, and the 1965 Tribute is just the nomenclature given by the assembler.

In real terms, you're just buying a 2019 Plus4.

Oh Dear, that's got to be very disappointing.....

Purchased new in 2019 for US$ 78,835.00 - passed in at this auction for US$ 60,000.00
So much for Morgan's price appreciation.....

This appears to be a classic case of the confusion and uncertainty created by the different State and Federal laws when these cars were imported to the US under the "replica" exemption that only seems to continue when you try to sell.
This is a sweet, well-maintained and presented vehicle that deserved better. It's a tough market out there.....
