The Driving Standards Agency sums it up very well on the danger of driving without shoes.
Would not relish undertaking an emergency stop while driving without appropriate footware. It could be argued wearing said footware is among the most important safety prerequisites in driving.

If driving without suitable footwear i.e socks which can be slippery causes your foot to slip of the brake in an emergency and causes an a collision look forward to a charge of Careless driving. Surely best to wear suitable shoes.
